Description
Guide to Proceedings in the WA State Administrative Tribunal is the only clear, thorough, and practical guide for any lawyer or non-lawyer who appears in this recently established and rapidly evolving “super Tribunal”.
The authors, His Honour Judge David Parry and Dr Bertus De Villiers, drawing on specialist expertise in the operations of the Tribunal, provide readers with a practical and dynamic overview of the conduct of proceedings in SAT, from their commencement to conclusion. The succinct yet thorough approach of this book is intended to be consistent with the ethos and essence of SAT as a tribunal, not a court, tasked with the quick, just, and proportionate resolution of disputes .
“While a book with an intentionally practical focus, aimed at informing a general readership about the primary rules by which SAT proceedings are conducted, the learned authors also provide a veritable mine of principles upon which the rules are based. They cover everything from the making of the initiating application on the SAT Wizard to knowing whether costs can be ordered at the conclusion of a proceeding, and how mediation and other forms of facilitative dispute resolution are conducted in between. In the hands of the citizen conducting their own proceeding in SAT or those of the professional representative of a party in SAT, I am sure this book will prove to be an indispensable guide to the correct way to do things in SAT and to the guiding principles in all areas of SAT’s practice.
“That the time has arrived when such a book can be written serves to confirm that SAT has become one of the leading comprehensive, or ‘super tribunals’ in Australasia, with its own body of jurisprudence, or know-how. This account of how SAT operates will no doubt be closely regarded by leaders of tribunals everywhere.”
Quoted from the foreword by the Hon Justice Michael Barker of the Federal Court of Australia and inaugural President of the State Administrative Tribunal of Western Australia.
Guide to Proceedings in the WA State Administrative Tribunal also contains the State Administrative Tribunal Act, Rules and Regulations, and SAT’s practice notes, standard orders and the text of its principal pamphlets.

Editorial Reviews
Klara Major Comissioning Editor
I was so pleased to be able to work with such distinguished and dedicated authors to bring this book to life from its genesis in the Lawyers Practice Manual WA.
This book is the first thoroughly comprehensive guide to proceedings in the ‘super Tribunal’ that is the WA State Administrative Tribunal. Authors Judge David Parry ( Deputy President of the WA SAT) and Dr Bertus DeVilliers ( Member of the WA SAT), have managed to bring together their own vast experience and expertise to present a clear explanation of the legislation, case law, and practices and procedures of the Tribunal. The result is a guide that I am confident will be virtually indispensible for anyone conducting a matter in the WA SAT, be they lawyers, agents, lay people or even law students.
When established in 2005, the Tribunal took over the work of almost 50 courts, tribunals boards and other adjudicators and has over 900 sources of jurisdiction. While the book is detailed and comprehensive, it is set out in a very accessible and clear format – quite a relief for those not fond of wading through very dense and dry legal texts!
Tables of cases and statutes, mini tables of contents and tabbed chapters, make it quick and easy to flip back and forth throughout the book. Among the many topic areas covered are: the types of proceedings conducted by the Tribunal, commencement of proceedings, directions hearings, facilitative dispute resolution, decisions, costs, and appeals.
Practical information on how to appear in the less formal setting of the Tribunal (as distinct from a Court), along with an entire section containing SAT Practice Notes, standard orders, forms and pamphlets, is particularly helpful for those inexperienced in appearing in matters before the Tribunal. Annotated legislation is also included at the end of the book as a handy tool for cross-referencing.
Everything you really need is in the one book – and it is compact enough to take with you to the Tribunal (or if you want to travel really light – you can get the e-book!)
